The United Kingdom has more base morale. This makes up for their debuffs but it also really helps with damage dealt so it is advisable to not think too low of morale drops

The United Kingdom gains a base morale boost when allied with the United States.
Widespread empire
The United Kingdom has a debuff to their production. This debuff slowly decays towards a minimum. So later on this will have a lot less impact
Moral obligations
The United Kingdom receives a call to war when another nation is being attacked. If the United Kingdom declines this a base morale hit is taken.
